We have already tried to make anything they do in their bathroom fun and an adventure and we don't worry about water splashing or messes in the bathroom because we would rather have them enjoy their baths and brushing their teeth than to have them dread that time for personal care so we worry about the clean up once they are done. I always purchase toothpastes that are flavored so that they will like the taste, as opposed to having a basic mint flavor. I also show by example how to properly brush their teeth and now my son enjoys teaching his younger sister. We try and make it a fun experience rather than something that they "must" do, and let them just be their selves in the bathroom. They actually ask me sometimes if they can brush their teeth, which the first time that happened my mouth must have dropped to the ground in shock! I guess we are doing something right with them!
